Next areas to connect to superfast broadband announced

Digital Scotland partners have today announced the next areas where fibre broadband will be rolled out across Scotland.

Stuart Robertson, Director of Digital at HIE, said: “Roll-out continues across the Highlands and Islands, and it’s great that we are seeing growing numbers of rural towns and villages with better access to fibre broadband than ever before. When we started this project fibre services were only available to four per cent of the region’s homes and businesses. Coverage has come a long way, and the new core infrastructure we’ve rolled out gives us a much better base to build on into the future.”

HIE is quoting latest independent figures from Think Broadband that confirm 75 per cent coverage across the Highlands and Islands region. They indicate that 61 per cent of Highland and Island premises have access to more than 30Mbps and that 70 per cent of premises have access to more than 10Mbps.

Below are details for the next phase of roll-out for the Outer Hebrides:

  • New areas where work will be starting in the next six months – Balallan, Carnan, Gravir, Grogarry, Locheport, Sollas
  • Current number of premises where fibre based broadband is now available – more than 6,500
  • Number of new fibre broadband cabinets built and taking orders – 46
  • Towns and villages with services available – Back, Barvas, Callanish, Carloway, Crossbost, Garrabost, Leverburgh, North Tolsta, Shawbost, Stornoway.

Moorcroft Holidays at Carinish were paid a visit by a very special fleet of caravans last weekend, with seven airstream trailers calling for a few days.

Airstreams are classic American caravans, known for their distinct shape and rounded aluminium bodywork.

Groups of people who share a passion for the eye-catching trailers and travel to destinations together are informally known as ‘airstreamers’.

One such group – made up of caravans from England, Germany and Holland – visited North Uist last week.

Andre Ditton – a Gàidhlig learner and frequent visitor to the islands – said the group were spending their time generally relaxing. He arranged the visit to the Outer Hebrides, which he says appealed to the group’s “sense of adventure”.

Andrew himself is staying on the islands longer to take part in Ceòlas, but the other airstreamers are setting off at different times and in different directions.

Moorcroft Holidays is run by Iain and Catriona Morrison and comprises a caravan park, campsite and bunkhouse. This year, two ‘Hobbit Houses’ – small accommodation pods for campers – were added to the offering, with another on the way soon.

HIE reports successful year in the Outer Hebrides

Economic development agency Highlands and Islands Enterprise (HIE) has reported a successful year of investment and job creation in the region for 2015 and 2016.

An estimated 855 jobs are expected to be created or retained in the region as a result of HIE’s investments last year, 130 of them in the Outer Hebrides area.

A summary of the organisation’s year-end figures shows turnover among supported businesses and social enterprises in the Outer Hebrides will increase by £4 million as a result of HIE’s investments.

This year has seen the opening of two major infrastructure projects in the Outer Hebrides, including Lochboisdale Port of Entry.

17 jobs were created following the opening of the Isle of Harris Distillery in Tarbert.

Also, with £2.8m investment from HIE, work will soon commence at the HIE owned site at Breasclete on the west side of Lewis where BASF Callanish Ltd occupies a factory making omega 3 rich fatty acids for use in pharmaceutical and dietary supplements. The company is expanding its operations to take advantage of its continuing global growth. Eighty high quality jobs will be supported and a further 20 jobs created in the life science sector as part of this project in the next three years.

Progress continued to be made in specific sectors such as creative industries, food and drink and tourism. Significant investments in these sectors include £300,000 to Harris Tweed Hebrides for a major expansion project which aims to create up to ten jobs.

The Outer Hebrides’ seven account managed communities continue to gain confidence and move towards sustainability through a number of community developments. HIE funds local development officer posts in North Uist, Barra, Galson, Lochs and Harris.

HIE’s administration of the Scottish Land Fund (SLF) continued to support community land and asset acquisition across Scotland, including the Pairc, Barvas, Gallan Head, Keose, and Carloway Estates this year.

Just over 40 percent of households and businesses in the Outer Hebrides can now access the new high-speed fibre broadband network. Customers can order in a number of areas including Back, Barvas, Garrabost, Shawbost and Stornoway. Latest areas also include parts of Carloway, Callanish and Leverburgh in Harris, bringing the total homes able to access higher broadband speeds to more than 6,000.

The Digital Scotland Superfast Broadband project, being led in the region by HIE, is investing £146m in a new fibre optic infrastructure. The project has seen subsea cables laid to the Outer Hebrides bringing fibre optic capacity to the islands for the first time. Services delivered though new fibre cabinets in local towns and villages will have reached 75% of Outer Hebrides premises by the end of this year.

Rachel Mackenzie, HIE area manager for Outer Hebrides, said: “We are putting a lot of emphasis on account management and relationships with businesses that have growth potential and ambition. Each year we set challenging goals that deliver measurable benefits for those clients, and that enables the region to contribute to Scotland’s economic growth.

“At the same time, our commitment to community development, much of which is also underpinned by account management, has achieved excellent results. Community ownership of land and assets continues to grow, helping to improve the resilience of some of our most fragile areas. There is similar growth among many social enterprises, which helps tackle inequality, create jobs, develop skills and boost the economy.”

“Our role is to foster those qualities and invest in initiatives that stimulate and enable growth. I am delighted we have been able to make such good progress and look forward to working with partners and clients to continue to grow the region’s economy in the years ahead.”

Activities to improve the region’s appeal to young people meanwhile included the extension of ScotGrad , the popular graduate placement programme run in the region by HIE, to include placements with local businesses and social enterprises.

Professor Lorne Crerar, Chairman of HIE, added: “Many of the challenges facing our economy last year remain with us still. Oil prices are still very low. Public sector budgets are under pressure; something that will affect social enterprise in particular. However, a growing resilience, coupled with the innovation and drive across the business sector means that the Highlands and Islands is well placed to meet these challenges, continue to grow and prosper and remain competitive internationally.”

Fancy seeing your design used as the logo promoting Scotland’s 2016 Year of Innovation, Architecture and Design?

As Scotland looks to its Year of Innovation, Architecture and Design in 2016, VisitScotland, Scotland’s national tourism organisation, is putting young design talent at the heart of plans and is inviting young creatives in the Outer Hebrides to design the official logo used to promote the year.

The designer whose logo is selected will win up to £3,000 towards materials, tools or activity to support their own professional development in the design sector.

From textiles to technology, architecture to fashion and design, the year-long programme of events, festivals, business conferences and exhibitions aimed at attracting participation and engagement from visitors and locals, will shine the spotlight on Scotland’s greatest assets and icons, as well as some of our unique hidden gems.

The winning design will become the official logo for the forthcoming themed year and will be used across multiple channels by VisitScotland and partner organisations across national and international promotional activity throughout 2015 and 2016.

The competition is a great opportunity for a young creative to add a design to their portfolio that has the potential to be seen by millions of people and become highly recognisable during the year. The winner will also be able to see their logo design carried across a programme of major and special events due to take place throughout 2016.

Minister for Tourism Fergus Ewing said: “Scotland’s incredible influence on the world has encouraged invention, inspired creativity and fired the imagination of generations. It is fitting that for the 2016 Year of Innovation, Architecture and Design, VisitScotland are creating the opportunity for young talent in Scotland to design the logo for a year that will be used to encapsulate all that is great about Scotland.”

Mike Cantlay, Chairman of VisitScotland, said: “This is a fantastic opportunity for a young creative mind to show their vision and skills to the world. Scotland has a rich history in innovation, architecture and design and we will be looking for an exciting logo which reflects this. The judging panel, consisting of experts from across the themed year sectors, will look for a contemporary, eye-catching, practical design that can be used across a variety of different channels and alongside partner logos.

Entries to the competition must be from individuals aged between 16 and 25 years of age, who are resident in Scotland.

New book on Scottish links golf set to feature island courses

American author and journalist Tom Coyne will be visiting the Outer Hebrides later this month, to experience some of the region’s stunning golf courses.

Working alongside VisitScotland, the best-selling golf and travel writer is currently travelling around the country on a fact-finding mission for his latest book, ‘A Course Called the Kingdom: in Search of Scotland, a Secret and a Jug.’

The book will follow Tom’s quest to master links golf in Scotland by playing more than 100 of the country’s top courses in just 57 days. And if his mission is successful, it will enable him to qualify for this year’s Open Golf Championship, which takes place at St Andrews from 16th to 19th July.

Tom’s visit to the Outer Hebrides will see him play at golf clubs in Barra, Askernish and Harris between 18th and 20th June.

Over 150 years ago, Scotland became the home of open golf when, on a windy morning in 1860, eight sportsmen stepped out onto the greens at Prestwick in Ayrshire in what was the start of professional golf as we know it today.

Since that first-ever round of the Open, it is now the world’s oldest and most prestigious professional golf tournament and one of the leading events in the global sporting calendar. Synonymous with Scotland, The Open has been played 93 times out of 143 here and it is worth in the region of £100m in combined economic and media value. Regularly returning to its Scottish roots, the championship will be back next year at Royal Troon.

In addition to commissioning Tom to write a VisitScotland post-trip blog describing the highlights of his golf tour of the country and favourite courses, the national tourism organisation has helped arrange Tom’s itinerary. It is hoped that media coverage on Tom’s mission to conquer over 100 Scottish courses, and the resultant book itself, will encourage even more visitors to come to play golf in Scotland, the home of golf.

Tom is the author of three books, the third of which, ‘A Course Called Ireland: A Long Walk in Search of a Country, a Pint and the Next Tee’ chronicled his quest to golf the whole of Ireland. The book was a New York Times, American Booksellers Association, and Barnes & Noble bestseller, and won a silver medal from the Society of American Travel Writers in the category of Best Travel Book of the Year.

Alan Mackenzie, VisitScotland Islands Manager, said: “Scotland is the country that gave golf to the world, and with more links courses than any other country it was the perfect location for Tom’s bid to master links golf ahead of trying to qualify for the Open.

“Tourism is more than a holiday experience – it creates jobs, sustains communities and provides an international shop window for Scotland. Golf is massively important to Scotland, with every £1 spent on green fees generating a further £5 on extras such as hotels, restaurants and retail.

“We look forward to welcoming Tom to the Outer Hebrides, wish him all the best with his tour and attempt to qualify for the Open, and look forward to reading his book on Scotland’s links courses, which I’m sure will encourage many more visitors to come here to experience these for themselves.”

Tom Coyne commented: “I’m really looking forward to coming to the Outer Hebrides, which has a great reputation for its first-class golf courses offering spectacular views. I just wish my visit was longer and I could stay on to not only play more golf here but also to explore the other attractions of the region. Unfortunately, my time is very limited because the clock is ticking on my 57-day challenge, but that gives me a good excuse to come back in the future to enjoy more of what’s on offer in this beautiful part of the country.”

Golf was first played in Scotland more than 600 years ago and today the country is home to more than 550 courses, 400 of which are within an hour of a city or airport.  700,000 rounds of golf are played by around 135,000 golf visitors each year in Scotland and overall it is estimated that golf tourism is worth £220m to Scotland annually, supporting around 4,400 jobs.

Launch of new funding stream for the isles

Western Isles Development Trust Ltd (WIDT) is a community based organisation established to invest income from local renewable energy generation schemes in the wider island community.

While community or private landowners stand to benefit, in the first instance, from community benefit payments arising from renewable energy installations on their own land, WIDT exists to ensure that a proportion of that benefit is distributed across the wider Western Isles community, from the Butt to Barra.

The first tranche of community benefit monies has now been lodged with WIDT and the company’s directors, drawn from local agencies, community bodies and the general membership of WIDT, will soon be considering applications for funding.

WIDT is a registered scottish charity and, to be eligible for support, applications must come from constituted organisations and must meet one or more of the charitable aims of the trust. Those include: relief of poverty, advancement of education, advancement of citizenship, advancement of the arts, heritage, culture or science, and, environmental protection or improvement.

In the longer term, WIDT will be licenced to offer loans but, in the short term, funding will be available in the form of grants up to a ceiling of £10,000 and at an intervention rate of 50%.

WIDT chair, Angus Campbell, said: “This is an exciting opportunity for communities throughout the islands to benefit from renewable energy developments.”

Health visiting services reduced due to staff shortages

Some “non-priority” health visiting services have been suspended as NHS Western Isles experiences ongoing difficulties in recruiting to vacancies.

Today the Health Board announced that specific health visiting services are currently being prioritised as it tries to recruit two full-time members of staff for the health visiting team.

In the meantime, non-priority services have been reduced or suspended temporarily until the vacancies are filled. The service is being reviewed on an ongoing basis.

For a temporary period, health visiting appointments will generally take place through clinics and home visits, and school input will be minimal until further notice.

Across the Western Isles, health visitors are prioritising issues of child protection, ‘looked after’ and accommodated children, vulnerable families, primary visits to newborn babies with additional visits up to eight-weeks for those mums who require it, and children with complex health needs.

Community staff nurses who support the health visiting team will continue to provide 16 week reviews of babies (also providing advice to mums), postnatal support visits and follow up support visits on a needs-assessed basis.

The infant drop-in service (M’ulaidh) in Stornoway will continue to be available. Parents and carers are encouraged to use the drop-in as the home visiting service will be prioritised, according to need. The drop-in is every Tuesday afternoon from 1-3pm, at Adventure Island Soft Play, Inaclete Road, Stornoway.

The services that will unfortunately be temporarily suspended will be:

  • Routine weekly postnatal visits by a health visitor
  • Antenatal core contacts – contacts to introduce the potential mum to the Health visiting services prior to delivery
  • 27-month assessments of babies (in the Uists and Barra, 27 month checks will be carried out at clinics.)
  • Pre-school assessments (in the Uists and Barra, pre-school checks will be carried out at clinics.)
  • Child planning meetings, in cases where there is no complex health need.

NHS Western Isles Associate Chief Operating Officer, Colin Gilmour, said: “We are experiencing ongoing difficulties in recruiting to our health visiting vacancies and are making every effort to ensure that posts are filled as soon as possible. In the meantime, we have prioritised services to ensure that all essential services are maintained. We do regret that some services have been temporarily reduced or suspended, and would apologise to anyone that this affects. We would reassure our service users that these service reductions are temporary and we hope to have normal service provision in place as soon as posts are filled.”

Those who need to contact the service can do so directly through the central health visiting office at the health centre, in Stornoway (tel. 709842).

Enquiries within Uist and Barra will continue as normal to the health visiting bases:- Barra (01871 810 879), Uist (01878 700 846) and Balivanich clinic (01870 60 2266).

Parents and carers are advised to seek medical advice from their GP or from NHS 24 if they are concerned about their child.

 

Further update from NHS Western Isles:

Whilst NHS Western Isles has been experiencing challenges in relation to the recruitment of health visitors, we would like to reassure that all essential services will continue, and we are optimistic with regard to our latest advertisement, with interviews taking place at the end of March.

All essential services will remain in place. Across the Western Isles, health visitors are prioritising the important issues of child protection, high priority cases, ‘looked after’ and accommodated children, vulnerable families, primary visits to newborn babies with additional visits up to eight-weeks for those mums who require it, and children with complex health needs.

All new babies will continue to be seen and assessed by a health visitor and will be prioritised according to assessed need. This is negotiated with individual families as part of the routine visit.

Additional staff nurse capacity has been put in place to support the service at present. The skills of these staff include infant feeding support, practical advice and child health and development advice. Midwives remain the lead contacts for antenatal women, and midwives will continue to liaise with health visitors as required.

A small range of non-priority services have been affected, however, measures are in place to cover these, where possible:

  • Routine weekly postnatal visits will be affected, but patents will be encouraged to attend the alternative M’ulaidh infant drop-in service. The drop-in is every Tuesday afternoon from 1-3pm, at Adventure Island Soft Play, Inaclete Road, Stornoway.
  • There is currently limited capacity for non-urgent ‘core contact’ 13 and 27 month assessments, however decisions are being made and assessments prioritised, depending on assessed individual need. (In the Uists and Barra, 27 month checks will continue and will be carried out at clinics.)
  • Pre-school assessments will be temporarily suspended, except in the Uists and Barra, where pre-school checks will be carried out at clinics.
  • Child planning meetings, in cases where there is no complex health need, will be assessed according to need.

Health visitors will continue to be available for advice by telephone and via M’ulaidh drop-in clinics.

Anybody with concerns who feel they need support or advice is encouraged to contact their health visitor in the normal way.

£52k marketing boost for Outer Hebrides

A £52,000 campaign to inspire people to visit the Outer Hebrides this spring and summer is being launched this week by VisitScotland, in partnership with Comhairle nan Eilean Siar.

The Outer Hebrides has long been a popular destination for visitors and the chain of islands boast a number of attractions, including the Calanais Standing Stones, the Gearrannan Blackhouse Village and Carloway Broch on the Isle of Lewis; Luskentyre Beach and the Harris Tweed Company on the Isle of Harris; and the RSPB Balranald Nature Reserve on North Uist.

Going on sea trips and expeditions are also a ‘must’ for people visiting the islands and a number of events, including the Hebridean Celtic Festival, Sail Stornoway Maritime Festival and Harris Arts Festival, attract thousands of visitors every summer.

The campaign, which launches on Tuesday 2nd February and complements VisitScotland’s Brilliant Moments campaign, will encourage visits during the spring and summer of 2015.

The new campaign will include press and radio advertising, e-zines and direct mail to consumers, targeting around 33,000 people who have expressed an interest in visiting the Outer Hebrides.

The direct mail brochure features stunning images of the islands, including the medieval Kisimul Castle in Castlebay, on the Isle of Barra, and East Beach, on the Isle of Vatersay. It will also involve digital activity, including Facebook posts, e-mails and online banners.

Tourism Minister, Fergus Ewing said: “The Outer Hebrides are beautiful islands and a popular destination for many tourists. They have a rich heritage and are full of culture with something for everyone to see and visit. Tourism is vital for helping to support and sustain some of our most fragile communities and this new campaign is a chance to spotlight, celebrate and promote Scotland’s natural larder and quality produce to Scots and visitors alike during the 2015 Year of Food and Drink.

“Part of the charm of the Outer Hebrides is the travel to and from the islands, by sea or air, landing on the beach at Barra or sailing into the historic port of Stornoway which celebrates its 150th anniversary this year. The Scottish Government is investing around £60 million in a new vessel, the MV Loch Seaforth, and accompanying harbour works at Stornoway and Ullapool.

“I will be taking my family to holiday in the Western Isles again this summer. So I am putting my money where my mouth is.  We found it last summer as close to paradise as it is possible to get on this earth!”

Alan Mackenzie, VisitScotland Islands Manager, said: “We have worked in partnership with Comhairle nan Eilean Siar to deliver this marketing campaign which shows exactly why the Outer Hebrides is such a must-visit destination for visitors from around the globe every year.

Two storms are set to hit the Outer Hebrides over the next few days.

Two rapidly deepening Atlantic storms due to pass just to the north of the UK are set to create some very unsettled weather over the next few days.

Northern Scotland is likely to see the strongest winds as the storms pass by on Friday and Saturday, with gusts of up to 100 mph or more possible in the most exposed regions.

The Met Office has issued severe weather warnings for northern parts of the UK, including the Outer Hebrides. Although it will be very windy for most areas in the country, winds will be less strong in southern areas.

The jet stream, a narrow band of fast-moving winds high up in the atmosphere, is playing a role in the development of the storms.

Frank Saunders, Chief Meteorologist at the Met Office, said: “The jet stream is going to be particularly strong later this week and this effectively fuels the low pressure systems moving across the Atlantic, causing them to deepen rapidly as they pass to the north of the UK.

“This will bring some very strong winds across the UK, but they will most likely be strongest in northern Scotland – which is expected to see the greatest impacts from the weather. This is likely to cause disruption in places and people should stay up to date with our forecasts and warnings to get the latest information as we move closer to the end of the week.”

Winds are forecast to increase significantly late on Thursday and into Friday as the first of two low pressures passes to the north of Scotland. This system is likely to bring gusts of 60-70 mph across northern parts of the UK and perhaps up to 100 mph or more in the most exposed parts of the far north of Scotland.

The low will move quickly eastwards on Friday afternoon, but there will be little respite before another rapidly deepening low brings further strong winds later on Friday and through the day on Saturday. Again this may bring gusts of 80-90 mph in the far north of Scotland.

The Met Office has issued severe weather warnings for both days, and these will be regularly updated with the latest information.

Mr Saunders added: “The outlook for the next few days is very different to conditions last year when the jet stream was taking these storms right across the UK. Because the jet stream is further north, the storms will follow its path and this will mean the far north will see the strongest winds – while winds will be less strong in the south.”
